                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, further providing for issuance and content of
     3     driver's license.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 1510(b) of Title 75 of the Pennsylvania
     7  Consolidated Statutes, amended November 30, 2004 (P.L.1474,
     8  No.188), is amended to read:
     9  § 1510.  Issuance and content of driver's license.

    11     (b)  Identification card.--
    12         (1)  The department shall, upon payment of the required
    13     fee, issue an identification card to any [person] of the
    14     following:

     1             (i)  A Commonwealth resident, six years of age or
     2         older, who has made application [therefor in such manner
     3         as the department shall prescribe or]. The person shall,
     4         at a minimum, provide the department with an official
     5         birth certificate or birth record as prescribed by the
     6         department and other information required by the
     7         department to prove the person's name, date of birth,
     8         Social Security number and proof of residency. The
     9         application of any person under the age of 18 years shall
    10         be signed by the father, mother, guardian or person in
    11         loco parentis, which signature shall be verified before a
    12         person authorized to administer oaths or before an
    13         authorized department employee. The application of any
    14         married person under the age of 18 years may be signed by
    15         the person's spouse, if the spouse is at least 18 years
    16         of age, and verified before a person authorized to
    17         administer oaths.
    18             (ii)  A person whose driver's license has been
    19         surrendered to the department because of a suspension or
    20         revocation of an operating privilege under this or any
    21         other title.
    22         (2)  Program participants in the Address Confidentiality
    23     Program under 23 Pa.C.S. Ch. 67 may use a substitute address
    24     designated by the Office of Victim Advocate as their address.
    25         (3)  The identification card shall have substantially the
    26     same content as a driver's license but shall clearly indicate
    27     that it is not a driver's license.
    28         (4)  Upon failure of any person to pass any examination
    29     required under section 1514 (relating to expiration and
    30     renewal of drivers' licenses), the department shall, where

     1     appropriate, issue a complimentary identification card as an
     2     expression of gratitude for years of safe driving. The card
     3     shall only be issued upon receipt of the person's driver's
     4     license.
