1Amending Title 42 (Judiciary and Judicial Procedure) of the
2Pennsylvania Consolidated Statutes, further providing for
3exceptions to governmental immunity.

4The General Assembly of the Commonwealth of Pennsylvania
5hereby enacts as follows:

6Section 1. Section 8542(b) of Title 42 of the Pennsylvania
7Consolidated Statutes is amended by adding a paragraph to read:

8§ 8542. Exceptions to governmental immunity.

10(b) Acts which may impose liability.--The following acts by
11a local agency or any of its employees may result in the
12imposition of liability on a local agency:

14(9) Damage to financial reputation.--Maintenance of
15records of legal and equitable liens against the property of
16a person. Damages and attorney fees shall be recoverable for
17failure to properly:

18(i) indicate satisfaction of the lien; or

1(ii) remove an electronic record of the lien within
260 days of satisfaction.

4Section 2. The addition of 42 Pa.C.S. § 8542(b)(9) shall
5apply to causes of action which arise on or after the effective
6date of this section.

7Section 3. This act shall take effect in 60 days.
