                                     AN ACT

     1  Amending Title 66 (Public Utilities) of the Pennsylvania
     2     Consolidated Statutes, providing for mandatory testing of
     3     public drinking water.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Title 66 of the Pennsylvania Consolidated
     7  Statutes is amended by adding a section to read:
     8  § 531.  Mandatory testing of public drinking water.
     9     (a)  General rule.--The commission, in cooperation with the
    10  Department of Environmental Protection, shall establish a
    11  program of mandatory periodic testing of public drinking water.
    12     (b)  Testing process.--The testing process shall include
    13  testing for MTBE trace compounds and other such contaminants.
    14  Test results shall be made public.
    15     (c)  Regulations.--The commission, in cooperation with the
    16  department, shall promulgate regulations establishing the
    17  maximum allowable content of impurities, including MTBE trace
    18  compounds and other such contaminants, in public drinking water.

     1     Section 2.  Testing under 66 Pa.C.S. § 531(b) shall begin no
     2  later than six months after the effective date of this act.
     3     Section 3.  The regulations required under 66 Pa.C.S. §
     4  531(c) shall be promulgated no later than one year after the
     5  effective date of this act.
     6     Section 4.  This act shall take effect immediately.
