AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in licensing of drivers, providing for learner's
permit pilot program for schools.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 75 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 1505.1. Learner's permit pilot program for schools.
(a) Establishment.--A pilot program is established to
provide for a learner's permit knowledge test conducted by
schools.
(b) Duties of department.--The department shall:
(1) Provide the resources needed to allow a school
entity under the pilot program to administer the knowledge
test under section 1508(a) (relating to examination of
applicant for driver's license) for a learner's permit.
(2) Establish the process through which a student who
has successfully completed the knowledge test can provide

proof of successful passage of the test to the department and
apply for a learner's permit from the department.
(3) Compile a report on the pilot program as provided
under subsection (d).
(c) Authorization.--A school entity that is authorized to
conduct third-party testing under section 1508(e) may enter the
pilot program and administer the knowledge test to obtain a
learner's permit under section 1505 (relating to learners'
permits) for Class C licenses under 1504(d)(3) (relating to
classes of licenses). A school entity shall administer the
knowledge test in accordance with guidelines established by the
department.
(d) Contents of report.--The department shall compile a
report to examine the learner's permit pilot program for
schools. The report shall include:
(1) The number of school entities that have participated
in the pilot program.
(2) The number of students that have obtained their
learner's permit through the pilot program.
(3) Suggested statutory changes to the pilot program.
(4) Any additional information that the department deems
necessary for the report.
(e) Submission of report.--The department shall submit the
report under subsection (d) no later than one year prior to the
termination of the pilot program under subsection (f) to the
Governor, the chairperson and minority chairperson of the
Transportation Committee of the Senate and the chairperson and
minority chairperson of the Transportation Committee of the
House of Representatives.
(f) Termination.--The pilot program shall terminate three

years from the effective date of this section.
(g) Definition.--As used in this section, the term "school
entity" shall mean a school district, area career and technical
school, intermediate unit, charter school, regional charter
school or cyber charter school.
Section 2. This act shall take effect in one year.
