                                     AN ACT

     1  Amending Title 34 (Game) of the Pennsylvania Consolidated
     2     Statutes, authorizing the issuance of a spring turkey hunting
     3     license; and providing for the use of the revenues raised by
     4     such license.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 521(b) of Title 34 of the Pennsylvania
     8  Consolidated Statutes is amended by adding a paragraph to read:
     9  § 521.  Establishment and use of Game Fund.

    11     (b)  Specific allocation of certain revenues.--
    12         * * *
    13         (4)  All moneys collected by or for the commission from
    14     the sale of spring turkey hunting licenses may be used to
    15     implement the turkey management plan.
    16     Section 2.  Section 2705(2), (3), (7) and (7.1) of Title 34
    17  are amended and the section is amended by adding a paragraph to
    18  read:

     1  § 2705.  Classes of licenses.
     2     Unless otherwise provided, any person wishing to exercise any
     3  of the privileges granted by this title shall first secure the
     4  applicable resident or nonresident hunting or furtaker license
     5  as follows:
     6         * * *
     7         (2)  Junior resident hunting licenses to residents,
     8     including spring turkey hunting privileges, who have reached
     9     or will reach their 12th birthday in the license year of
    10     application for a license but who have not reached their 17th
    11     birthday prior to the date of the application for the license
    12     and who present a written request, bearing the signature of a
    13     parent or guardian, for the issuance of a license. The actual
    14     hunting privileges granted to the holder of a junior license
    15     shall not be exercised until that person in fact is 12 years
    16     of age.
    17         (3)  Senior resident hunting licenses, including spring
    18     turkey hunting privileges, or, at the option of the
    19     applicant, a senior lifetime resident hunting license,
    20     including spring turkey hunting privileges, to residents who
    21     have reached or will reach their 65th birthday in the license
    22     year of the application for the license. The commission shall
    23     develop, implement and administer a system to provide tags,
    24     report cards and applications to those residents who hold a
    25     senior lifetime resident hunting license issued under this
    26     paragraph. The system shall require the applicant or license
    27     holder to pay any approved fee assessed by the issuing agent.

    29         (7)  Senior lifetime resident combination hunting and
    30     furtaking license, including archery [and], muzzleloader and

     1     spring turkey hunting privileges, to residents who have
     2     reached or will reach their 65th birthday in the license year
     3     of the application for the license. The commission shall
     4     develop, implement and administer a system to provide tags,
     5     report cards and applications to those residents who hold a
     6     senior lifetime resident hunting license issued under this
     7     paragraph. The system shall require the applicant or license
     8     holder to pay any approved fee assessed by the issuing agent.
     9         (7.1)  Junior resident combination hunting and furtaker
    10     license, including archery [and], muzzleloader and spring
    11     turkey hunting privileges, to residents who have reached or
    12     will reach their 12th birthday in the license year of
    13     application for a license but who have not reached their 17th
    14     birthday prior to the date of the application for the license

    21         (16)  Spring turkey hunting licenses only to persons
    22     eligible for classes of licenses in paragraphs (1), (8), (9)
    23     and (11.1).
    24     Section 3.  Section 2709(a) of Title 34 is amended by adding
    25  a paragraph to read:
    26  § 2709.  License costs and fees.
    27     (a)  License costs.--Any person who qualifies under the
    28  provisions of this chapter shall be issued the applicable
    29  license upon payment of the following costs and the issuing
    30  agent's fee:

     2         (22)  Spring turkey hunting license:
     3             (i)  Resident - $5.
     4             (ii)  Nonresident - $25.

     6     Section 4.  This act shall take effect July 1, 2003.
