AN ACT
Amending the act of November 10, 1999 (P.L.491, No.45), entitled
"An act establishing a uniform construction code; imposing
powers and duties on municipalities and the Department of
Labor and Industry; providing for enforcement; imposing
penalties; and making repeals," in preliminary provisions,
further providing for Uniform Construction Code Review and
Advisory Council.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 107(m)(1) of the act of November 10, 1999
(P.L.491, No.45), known as the Pennsylvania Construction Code
Act, is amended by adding a subparagraph to read:
Section 107. Uniform Construction Code Review and Advisory
Council.

(m) Technical advisory committees.--
(1) The council shall establish a process by which
technical advisory committees will assist the council in the
review of the updated sections. The technical advisory

committee process shall comply with the following
requirements:

(i.1) There shall be a technical advisory committee
for the purpose of recommending modifications and
limitations to the International Building Code that would
allow for a single-exit stairway to serve multifamily
residential structures up to six stories above grade
plane. The following apply:
(A) The recommendations must include
considerations for adequate and available water
supply, the presence and response time of a fire
department and any other provisions necessary to
ensure the health, safety and general welfare of the
public.
(B) The technical advisory committee shall
provide its recommendations to the council in time
for the adoption or amendment of rules or codes
implementing the next version of the International
Building Code that is scheduled to be adopted.

Section 2. This act shall take effect in 60 days.
