                                     AN ACT

     1  Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
     2     act relating to the public school system, including certain
     3     provisions applicable as well to private and parochial
     4     schools; amending, revising, consolidating and changing the
     5     laws relating thereto," further providing for powers and
     6     duties of institution presidents.

     7     The General Assembly of the Commonwealth of Pennsylvania
     8  hereby enacts as follows:
     9     Section 1.  Section 2010-A of the act of March 10, 1949
    10  (P.L.30, No.14), known as the Public School Code of 1949, is
    11  amended by adding a clause to read:
    12     Section 2010-A.  Power and Duties of Institution
    13  Presidents.--The president of each institution shall be
    14  appointed by the board. The president shall be the chief
    15  executive officer of that institution. He shall have the right
    16  to attend all meetings of the council of that institution and
    17  shall have the right to speak on all matters before the council
    18  but not to vote. Subject to the stated authority of the board

     1  and the council, each president shall have the power and his
     2  duties shall be:

     4     (17)  To establish a system, participation in which is
     5  optional for students, by which a student is guaranteed to earn
     6  a four (4) year degree within four (4) years if the student:
     7     (i)  successfully completes courses which are acceptable for
     8  full credit toward a degree;
     9     (ii)  is enrolled as a full-time student during the four (4)
    10  year period, excluding summers; and
    11     (iii)  does not require remedial coursework.
    12     Section 2.  This act shall take effect in 60 days.
