AN ACT 1 Amending the act of November 24, 1999 (P.L.550, No.53), entitled 2 "A supplement to the act of December 8, 1982 (P.L.848, 3 No.235), entitled 'An act providing for the adoption of 4 capital projects related to the repair, rehabilitation or 5 replacement of highway bridges to be financed from current 6 revenue or by the incurring of debt and capital projects 7 related to highway and safety improvement projects to be 8 financed from current revenue of the Motor License Fund,' 9 itemizing additional local and State bridge projects," 10 further providing for State bridges in Northampton County. 11 The General Assembly of the Commonwealth of Pennsylvania 12 hereby enacts as follows: 13 Section 1. Section 3 of the act of November 24, 1999 14 (P.L.550, No.53), entitled "A supplement to the act of December 15 8, 1982 (P.L.848, No.235), entitled 'An act providing for the 16 adoption of capital projects related to the repair, 17 rehabilitation or replacement of highway bridges to be financed 18 from current revenue or by the incurring of debt and capital 19 projects related to highway and safety improvement projects to 20 be financed from current revenue of the Motor License Fund,' 21 itemizing additional local and State bridge projects," is
1 amended to read: 2 Section 3. Total authorization for bridge projects. 3 (a) Total projects.--The total authorization for the costs 4 of the projects itemized pursuant to this act and to be financed 5 from current revenue or by the incurring of debt shall be 6 [$3,720,280,000] $3,720,950,000. 7 (b) State projects.--The authorization for capital projects 8 in the category of highway bridge projects and forestry and 9 State park bridge projects to be constructed by the Department 10 of Transportation, its successors or assigns, and to be financed 11 by the incurring of debt or from the account, itemized in this 12 act under the category of State bridges, shall be 13 [$2,264,845,000] $2,265,515,000. 14 (c) Non-State projects.--The authorization for non-State 15 highway bridge projects to be constructed by municipalities and 16 to be financed in part with grants not exceeding 80% of the non- 17 Federal share of the costs made to the local government 18 municipalities by the department from revenues deposited in the 19 account, itemized in this act under the category of local 20 bridges, shall be $1,455,435,000. 21 Section 2. Section 52(b) of the act is amended by adding a 22 paragraph to read: 23 Section 52. 1 $370,000) 2 (Land Allocation - $50,000) 3 (Design and Contingencies - $250,000) 4 Section 3. Sections 74 and 77 of the act are amended to 5 read: 6 Section 74. Debt authorization. 7 The Governor, Auditor General and State Treasurer are hereby 8 authorized and directed to borrow from time to time, in addition 9 to any authorization heretofore or hereafter enacted, on the 10 credit of the Commonwealth, subject to the limitations provided 11 in the current capital budget, money not exceeding in the 12 aggregate the sum of [$2,264,845,000] $2,265,515,000 as may be 13 found necessary to carry out the acquisition and construction of 14 the State projects specifically itemized in this act. 15 Section 77. Appropriation. 16 The net proceeds of the sale of the obligations authorized in 17 this act are hereby appropriated from the Capital Facilities 18 Fund to the department in the maximum amount of [$2,264,845,000] 19 $2,265,515,000 to be used by it exclusively to defray the 20 financial costs of the State projects specifically itemized in 21 this capital budget. After reserving or paying the expenses of 22 the sale of the obligation, the State Treasurer shall pay out to 23 the department the moneys as required and certified by it to be 24 legally due and payable. 25 Section 4.
