AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in reimbursements by Commonwealth and
between school districts, further providing for student-
weighted basic education funding.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 2502.53(b) of the act of March 10, 1949
(P.L.30, No.14), known as the Public School Code of 1949, added
June 1, 2016 (P.L.252, No.35), is amended to read:
Section 2502.53. Student-Weighted Basic Education Funding.--

(b) For the 2015-2016 school year [and each school year
thereafter], the Commonwealth shall pay to each school district
a basic education funding allocation which shall consist of the
following:
(1) An amount equal to the school district's basic education
funding allocation for the 2013-2014 school year.

(2) A student-based allocation to be calculated as follows:
(i) Multiply the school district's student-weighted average
daily membership by the median household income index and local
effort capacity index.
(ii) Multiply the product in subparagraph (i) by the
[difference between the amount appropriated for the allocation
of basic education funding to school districts and the amount
appropriated for the allocation in paragraph (1).] total amount
distributed to all school districts for basic education funding
for the 2014-2015 school year.
(iii) Divide the product in subparagraph (ii) by the sum of
the products in subparagraph (i) for all school districts.
(iv) Subtract the amount for each school district as
calculated according to subparagraph (iii) from the amount
allocated to each school district for basic education funding
for the 2014-2015 school year.
(v) For each school district in which the difference as
calculated in subparagraph (iv) is greater than zero, the school
district shall receive an amount distributed as follows:
(A) Subtract the amount appropriated for the allocation of
basic education funding for the 2015-2016 school year from the
amount appropriated for the 2014-2015 school year.
(B) Multiply the difference from clause (A) by seventy-five
percent (75%).
(C) Multiply the product from clause (B) by the positive
difference from subparagraph (iv) for each qualifying school
district.
(D) Divide the product from clause (C) by the sum of the
positive amounts as calculated under subparagraph (iv) for all
qualifying school districts.

(vi) Each school district shall also receive an additional
amount as follows:
(A) Multiply the school district's student-weighted average
daily membership by the median household income index and local
effort capacity index.
(B) Subtract the amount appropriated for the allocation of
basic education funding for the 2015-2016 school year from the
amount appropriated for the 2014-2015 school year.
(C) Multiply the difference from clause (B) by twenty-five
percent (25%).
(D) Subtract the amount appropriated for the allocation of
basic education funding for the 2014-2015 school year from the
amount appropriated for the 2013-2014 school year.
(E) Add the product from clause (C) and the difference from
clause (D).
(F) Multiply the amount for each school district from clause
(A) by the sum from clause (E).
(G) Divide the product from clause (F) by the sum of the
products in clause (A) for all school districts.

Section 2. This act shall take effect July 1, 2016, or
immediately, whichever is later.
