AN ACT
1 Amending Title 18 (Crimes and Offenses) of the Pennsylvania
2 Consolidated Statutes, further providing for the offense of
3 cruelty to animals.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Section 5511(c) of Title 18 of the Pennsylvania
7 Consolidated Statutes is amended to read:
8 § 5511. Cruelty to animals.

10 (c) Cruelty to animals.--
11 (1) A person commits a summary offense if he:
12 (i) wantonly or cruelly illtreats, overloads,
13 beats[,] or otherwise abuses any animal[,]; or
14 (ii) neglects any animal as to which he has a duty
15 of care, whether belonging to himself or otherwise, or
16 abandons any animal, or deprives any animal of necessary
1 sustenance, drink, shelter or veterinary care, or access
2 to clean and sanitary shelter which will protect the
3 animal against inclement weather and preserve the
4 animal's body heat and keep it dry.
5 (2) This subsection shall not apply to activity
6 undertaken in normal agricultural operation.

8 Section 2. This act shall take effect in 60 days.
