AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, providing for a special animal shelter registration 3 plate; and establishing the Animal Shelter Fund and the 4 Animal Shelter Advisory Committee. 5 The General Assembly of the Commonwealth of Pennsylvania 6 hereby enacts as follows: 7 Section 1. Title 75 of the Pennsylvania Consolidated 8 Statutes is amended by adding a section to read: 9 § 1361. Special plate for animal shelters. 10 The department, in consultation with the Animal Shelter 11 Advisory Committee, shall design a special animal shelter 12 registration plate. Upon application of any person, accompanied 13 by a fee of $20 which shall be in addition to the annual 14 registration fee and by such documentation as the department 15 shall require, the department shall issue to such person the 16 plate for a passenger vehicle or truck with a gross vehicle 17 weight rating of not more than 9,000 pounds. 1 Fund shall receive $20 of the fee paid by the applicant for the 2 plate. 3 Section 2. Section 1905 of Title 75 is amended by adding a 4 subsection to read: 5 § 1905. Payments to special funds. 6 * * * 7 (d) Animal Shelter Fund.-- 8 (1) Twenty dollars of each fee received under section 9 1361 (relating to special plate for animal shelters) shall be 10 credited to the Animal Shelter Fund, which is hereby 11 established as a separate account in the State Treasury. The 12 moneys in this account are hereby appropriated to the 13 Department of Agriculture on a continuing basis to fund such 14 lawful projects as may be recommended by the Animal Shelter 15 Advisory Committee established pursuant to paragraph (2). 16 (2) There is hereby established within the Department of 17 Agriculture an Animal Shelter Advisory Committee, consisting 18 of 15 members appointed by the Governor. Initially five 19 members shall be appointed for one-year terms, five members 20 shall be appointed for two-year terms and five members shall 21 be appointed for three-year terms. Thereafter all members 22 shall be appointed for three-year terms, except in the case 23 of appointments to fill vacancies occurring for any reason 24 before the expiration of a term, in which case the 25 appointment to fill the vacancy shall be for the balance of 26 the unexpired term. Members shall receive no compensation for 27 their services other than reasonable expenses for attending 28 meetings, to be determined by regulation of the Department of 29 Agriculture. 30 Section 3.
