                                     AN ACT

     1  Declaring unlawful the privatization of security services at
     2     county jails in counties of the second class.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Privatization prohibited.
     6     It shall be unlawful for the governing body of the county
     7  jail of a county of the second class to contract out its powers
     8  and duties of care, custody and control over inmates for its
     9  correctional facilities.
    10  Section 2.  Effective date.
    11     This act shall take effect in 60 days.
