                                     AN ACT

     1  Amending the act of June 3, 1937 (P.L.1333, No.320), entitled
     2     "An act concerning elections, including general, municipal,
     3     special and primary elections, the nomination of candidates,
     4     primary and election expenses and election contests; creating
     5     and defining membership of county boards of elections;
     6     imposing duties upon the Secretary of the Commonwealth,
     7     courts, county boards of elections, county commissioners;
     8     imposing penalties for violation of the act, and codifying,
     9     revising and consolidating the laws relating thereto; and
    10     repealing certain acts and parts of acts relating to
    11     elections," further providing for reporting by candidate and
    12     political committees and other persons.

    13     The General Assembly of the Commonwealth of Pennsylvania
    14  hereby enacts as follows:
    15     Section 1.  Section 1626(c) of the act of June 3, 1937
    16  (P.L.1333, No.320), known as the Pennsylvania Election Code,
    17  amended July 11, 1980 (P.L.591, No.127), is amended to read:
    18     Section 1626.  Reporting by Candidate and Political
    19  Committees and other Persons.--

    21     (c)  Vouchers or copies of vouchers for all sums expended
    22  amounting to more than twenty-five dollars ($25) shall be

     1  retained by the candidate or the committee treasurer and shall
     2  be available for public inspection and copying as herein
     3  provided. Vouchers or copies of vouchers for all sums expended
     4  amounting to two hundred fifty dollars ($250) or more shall be
     5  retained by the political committee, shall include the name,
     6  address and Social Security number or tax identification number
     7  of the recipient of the expenditure and shall be available for
     8  public inspection and copying as herein provided. Any person may
     9  inspect or copy such vouchers or copies thereof by filing a
    10  written request with the appropriate supervisory office which
    11  shall notify the candidate or political committee of such
    12  request. The candidate or political committee shall have the
    13  option of either forwarding such vouchers or copy of the same to
    14  the supervisor for such purpose or making the vouchers or copy
    15  of the same available to the requesting person. If a candidate
    16  or a treasurer of a political committee shall fail to make said
    17  vouchers or copies thereof available for inspection and copying
    18  when requested by the appropriate supervisory officer, such
    19  officer shall direct the candidate or political committee to
    20  promptly deliver the vouchers or copies thereof to the
    21  supervisory office for purposes of inspection and copying. Costs
    22  of copying and costs of delivery by the candidate or treasurer
    23  of the requested vouchers or copies thereof shall be borne by
    24  the person requesting same.
