                                     AN ACT

     1  Amending Title 53 (Municipalities Generally) of the Pennsylvania
     2     Consolidated Statutes, further providing for the filing
     3     deadlines for and the duration of the homestead property
     4     exclusion.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 8584(b) of Title 53 of the Pennsylvania
     8  Consolidated Statutes is amended to read:
     9  § 8584.  Administration and procedure.

    11     (b)  Filing deadlines; renewal of application.--
    12  [Applications]
    13         (1)  Subject to the additional procedures under paragraph
    14     (2), applications shall be filed with the assessor not later
    15     than March 1 of each year.
    16         (2)  Five business days after certification of the
    17     approval of a referendum in a general election which
    18     authorizes a homestead property exclusion, the assessor shall


     1     reopen the filing period under paragraph (1) until March 1 of
     2     the subsequent year. After the close of the additional filing
     3     period, the assessor shall furnish a supplemental assessment
     4     roll to the governing body of the political subdivisions
     5     affected by the referendum. The political subdivision shall
     6     use the assessment roll and the supplemental assessment roll
     7     to determine the homestead property exclusion for the initial
     8     year of implementation.
     9         (3)  The governing body of a county [may] shall adopt a
    10     schedule for review or reapplication for real property
    11     previously approved as homestead property or farmstead
    12     property which schedule provides for county review or
    13     reapplication not more frequently than once every three
    14     calendar years or when a change occurs under subsection (j).

    16     Section 2.  This act shall be retroactive to July 1, 1998.
    17     Section 3.  This act shall take effect immediately.
