                                     AN ACT

     1  Authorizing the Department of Environmental Protection and the
     2     Department of Conservation and Natural Resources to enter
     3     into cooperative agreements for the assessment, restoration
     4     and protection of water quality of interstate watersheds.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7  Section 1.  Interstate watershed cooperative agreements.
     8     (a)  Authorization.--The Secretary of Environmental
     9  Protection or the Secretary of Conservation and Natural
    10  Resources, or both, may enter into cooperative agreements with
    11  representatives of Federal agencies, other state governments and
    12  agencies of other states for the purpose of assessing, restoring
    13  and protecting the water quality of interstate watersheds.
    14     (b)  Scope.--The cooperative agreements shall be limited to
    15  the following activities:
    16         (1)  Assessment of water quality in a watershed.

     1         (2)  Setting of watershed restoration priorities.
     2         (3)  Development and implementation of restoration
     3     strategies.
     4     (c)  Development and implementation.--To the greatest extent
     5  possible, each secretary shall involve representatives of the
     6  Pennsylvania Fish and Boat Commission, local soil conservation
     7  districts and watershed groups in the development and
     8  implementation of the cooperative agreements.
     9     (d)  Funding.--Each secretary may accept funds from any
    10  public or private source for the administration and
    11  implementation of the cooperative agreements.
    12     (e)  Effect on other laws.--The cooperative agreements shall
    13  be consistent with and may not supersede the laws of this
    14  Commonwealth.
    15  Section 2.  Effective date.
    16     This act shall take effect in 60 days.
