AN ACT
Amending Title 51 (Military Affairs) of the Pennsylvania
Consolidated Statutes, providing for the Veterans' Suicide
Memorial Commission.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 51 of the Pennsylvania Consolidated
Statutes is amended by adding a chapter to read:

2003. Composition.
2004. Vacancies.

§ 2001. Definitions.
The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Commission." The Veterans' Suicide Memorial Commission.
§ 2002. Establishment.
The Veterans' Suicide Memorial Commission is established to
develop plans to erect, on the grounds of the Indiantown Gap
National Cemetery, a memorial in honor and memory of
Pennsylvania veterans who have died by suicide.
§ 2003. Composition.
The commission shall be composed of the following:
(1) The Adjutant General, who shall be the chairperson
of the commission.
(2) The Secretary of Human Services.
(3) The Executive Director of the Pennsylvania
Historical and Museum Commission.
(4) A member of a veterans' organization, appointed by
the Adjutant General.
(5) A member of the Senate, appointed by the President
pro tempore of the Senate.
(6) A member of the Senate, appointed by the Minority
Leader of the Senate.
(7) A member of the House of Representatives, appointed
by the Speaker of the House of Representatives.
(8) A member of the House of Representatives, appointed
by the Minority Leader of the House of Representatives.

§ 2004. Vacancies.
Vacancies in the membership of the commission shall be filled
in the same manner as the original appointment.
§ 2005. Expenses.
Commission members may not receive compensation for their
services, but shall be reimbursed by the department for all
necessary travel and other reasonable expenses incurred in
connection with the performance of their duties as members of
the commission.
§ 2006. Administrative services.
The department shall provide administrative staff, support
and services to the commission on an ongoing basis.
§ 2007. Duties.
The commission shall have the following powers and duties:
(1) To develop detailed plans, including site, size and
costs, relevant to the creation of a Veterans' Suicide
Memorial.
(2) To submit a written report of its findings,
recommendations and proposals for necessary legislation to
effectuate the erection of a Veterans' Suicide Memorial to
the General Assembly.
§ 2008. Expiration.
This chapter shall expire upon the submission of the report
by the commission to the General Assembly under section 2007
(relating to duties).
Section 2. This act shall take effect immediately.
