HOUSE BILL

        AS RE-REPORTED FROM COMMITTEE ON APPROPRIATIONS, HOUSE OF
           REPRESENTATIVES, AS AMENDED, JUNE 2, 2008

                                     AN ACT

     1  Making appropriations to the Thomas Jefferson University,
     2     Philadelphia.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5     Section 1.  (a)  The sum of $2,810,000 is hereby appropriated
     6  to the Thomas Jefferson University, Philadelphia, for the fiscal
     7  year July 1, 2008, to June 30, 2009, for instruction in the
     8  Doctor of Medicine program.
     9     (b)  The sum of $2,140,000 is hereby appropriated to the
    10  Thomas Jefferson University, Philadelphia, for the fiscal year
    11  July 1, 2008, to June 30, 2009, for the general maintenance of
    12  the Thomas Jefferson University, including the College of Allied
    13  Health Sciences, student aid and Children's Heart Hospital.
    14     Section 2.  (a)  Payments to the Thomas Jefferson University
    15  on account of the appropriations provided in section 1(a) and
    16  (b) shall be made quarterly IN TWO EQUAL PAYMENTS, THE FIRST      <--
    17  PAYMENT BY SEPTEMBER 15 AND THE SECOND PAYMENT BY DECEMBER 15 by

     1  the Secretary of Education on the basis of costs during the
     2  fiscal year and shall be conditioned on continuing authority for
     3  inclusion on the Board of Trustees of the Thomas Jefferson
     4  University of a minimum of five individuals who are not elected
     5  officials and who are appointed, one each, by the Governor, the
     6  President pro tempore of the Senate, the Minority Leader of the
     7  Senate, the Speaker of the House of Representatives and the
     8  Minority Leader of the House of Representatives, for terms of
     9  office coterminous with that of their appointing authority; and
    10  shall be further conditioned on these appointees receiving full
    11  voting rights as members of the board of trustees. The
    12  legislative appointee under this subsection with the most
    13  seniority on the board must be a member of the executive
    14  committee of the board. The legislative appointee who is second
    15  most senior on the board must be a member of the finance
    16  committee of the board. The legislative appointee who is on the
    17  executive committee shall, within two weeks of each executive
    18  committee meeting, send each legislative appointee to the board
    19  a written summary of the meeting.
    20     (b)  The Thomas Jefferson University shall provide full,
    21  complete and accurate information as may be required by the
    22  Department of Education or the chairman or the minority chairman
    23  of the Appropriations Committee of the Senate or the chairman or
    24  the minority chairman of the Appropriations Committee of the
    25  House of Representatives.
    26     (c)  The Thomas Jefferson University shall report its
    27  revenues and expenditures and present its financial statements
    28  in accordance with generally accepted accounting principles and
    29  procedures for educational institutions as set forth in the
    30  "Higher Education Finance Manual (1975)" and the "Commonwealth

     1  of Pennsylvania Budget Instructions for the State System of
     2  Higher Education, State-Related Universities and Non-State-
     3  Related Colleges and Universities."
     4     (d)  The trustees of the Thomas Jefferson University shall
     5  report on forms provided by the Department of Education to both
     6  the chairman and minority chairman of the Appropriations
     7  Committee of the Senate and the chairman and minority chairman
     8  of the Appropriations Committee of the House of Representatives
     9  by September 30, 2009, on how State-appropriated funds were
    10  expended for fiscal year 2008-2009 to reduce the costs to
    11  Pennsylvania resident students or to provide services to
    12  Pennsylvania residents.
    13     Section 3.  This act shall take effect July 1, 2008, or
    14  immediately, whichever is later.
