                                     AN ACT

1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
2 Statutes, further providing for impact of Interstate 80
3 conversion on associated highways and roads.

4 The General Assembly of the Commonwealth of Pennsylvania
     5 hereby enacts as follows:
6 Section 1. Section 8915.7 of Title 75 of the Pennsylvania
7 Consolidated Statutes is amended to read:
8 § 8915.7. Impact on associated highways and local roads.
9 Prior to the conversion date and within one year following
10 the conversion date, the commission, in collaboration with the
11 department, shall conduct traffic studies to determine the
12 average daily traffic on associated roads and highways. The
13 purpose of these studies will be to quantify any diversion of
14 traffic from Interstate 80 to other roadways as a result of the
15 conversion. The traffic studies shall be used to calculate the
16 fiscal impact on the department and municipalities of any
17 diversion of traffic resulting from the conversion. The

1 department and affected municipalities shall submit annually to
2 the commission documentation of increased costs incurred to
3 maintain and repair roads, bridges, highways and other affected
4 infrastructure as a result of the conversion. The commission
5 shall make payments due to the department and affected
6 municipalities within 60 days of receipt of the documentation.
7 This section shall not require duplication of traffic studies
8 undertaken by the commission as a part of the conversion process
9 or undertaken by the department as a normal course of the
    10 department's operations.
11 Section 2. This act shall take effect in 60 days.
