AN ACT
Amending Title 23 (Domestic Relations) of the Pennsylvania
Consolidated Statutes, in child protective services,
providing for multidisciplinary medical team.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 23 of the Pennsylvania Consolidated
Statutes is amended by adding a section to read:
ยง 6389. Multidisciplinary medical team.
(a) Establishment.--The secretary shall establish a
multidisciplinary medical team for the purpose of consulting
with county agencies in abuse and neglect investigations when:
(1) A child presents with physical symptoms suggestive
of abuse or neglect.
(2) There are no indicators of likely abuse or neglect
apart from the child's physical symptoms.
(3) No individual has admitted to abusing or neglecting
the child.
(b) Composition.--The multidisciplinary team shall include

medical professionals with expertise in identifying the
following health conditions:
(1) Rickets.
(2) Ehlers-Danlos Syndrome.
(3) Osteogenesis imperfecta.
(4) Vitamin D deficiency.
(5) Other similar bone diseases or connective tissue
disorders.
(c) Training.--The department shall provide training to each
team member on the identification of the physical symptoms of
abuse and neglect and alternative causes of physical symptoms
that typically indicate abuse or neglect.
(d) Determination of investigation.--In an investigation of
child abuse, the county agency may not make a finding of abuse
or neglect unless the county agency and multidisciplinary
medical team have considered and ruled out to a degree of
reasonable medical certainty other possible explanations for the
child's symptoms.
Section 2. This act shall take effect in 120 days.
