HOUSE BILL

           YOUNGBLOOD, MARCH 24, 1998

        REFERRED TO COMMITTEE ON STATE GOVERNMENT, MARCH 24, 1998

                                     AN ACT

     1  Requiring license and permit notice; and providing for standing
     2     to challenge license or permit issuance.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Notice.
     6     Any State entity that receives an application for a license
     7  or permit of any kind shall notify in writing the following:
     8         (1)  The member of the Senate in whose district the
     9     license or permit would be granted.
    10         (2)  The member of the House of Representatives in whose
    11     district the license or permit would be granted.
    12         (3)  The municipality where the license or permit would
    13     be granted.
    14  Section 2.  Standing.
    15     The member of the Senate, the member of the House of
    16  Representatives and the municipality as set forth in section 1
    17  each shall have standing to challenge the issuance of the


     1  license or permit in any administrative hearing or in any court
     2  of record of this Commonwealth.
     3  Section 3.  Effective date.
     4     This act shall take effect in 60 days.
