AN ACT
Amending the act of April 9, 1929 (P.L.177, No.175), entitled
"An act providing for and reorganizing the conduct of the
executive and administrative work of the Commonwealth by the
Executive Department thereof and the administrative
departments, boards, commissions, and officers thereof,
including the boards of trustees of State Normal Schools, or
Teachers Colleges; abolishing, creating, reorganizing or
authorizing the reorganization of certain administrative
departments, boards, and commissions; defining the powers and
duties of the Governor and other executive and administrative
officers, and of the several administrative departments,
boards, commissions, and officers; fixing the salaries of the
Governor, Lieutenant Governor, and certain other executive
and administrative officers; providing for the appointment of
certain administrative officers, and of all deputies and
other assistants and employes in certain departments, boards,
and commissions; providing for judicial administration; and
prescribing the manner in which the number and compensation
of the deputies and all other assistants and employes of
certain departments, boards and commissions shall be
determined," in Commonwealth budget procedures, providing for
contract fiscal notes.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of April 9, 1929 (P.L.177, No.175), known
as The Administrative Code of 1929, is amended by adding a
section to read:
Section 626. Contract Fiscal Notes.--(a) A fiscal note

prepared by the Office of the Budget for a contract or contract
amendment between an agency and a vendor shall be submitted to
the Auditor General, the Chairman and Minority Chairman of the
Appropriations Committee of the Senate and the Chairman and
Minority Chairman of the Appropriations Committee of the House
of Representatives at least thirty (30) days prior to the
execution of the contract or contract amendment.
(b) The fiscal note shall contai n the following information:
(1) The name of the agency.
(2) The name of the vendor.
(3) The duration of the contract or contract amendment.
(4) The total cost of the contract or contract amendment.
(5) If the fiscal note is for a contract amendment:
(i) The o riginal cost of the contract.
(ii) The original duration of the contract.
(6) The statutory authorization for the contract or contract
amendment.
(7) The appropriation to fund the contract or contract
amendment.
(8) A list of costs within the contract or contract
amendment, including:
(i) Acquisition.
(ii) Personnel.
(iii) Maintenance.
(iv) Operation.
(v) Advertising.
(vi) Salvage value.
(9) A summary of the contract or contract amendment.
(10) The need for the contract or contract amendment.
Section 2. This act shall take effect immediately.
