                                     AN ACT

     1  Amending Title 34 (Game) of the Pennsylvania Consolidated
     2     Statutes, further providing for license costs and fees;
     3     providing for a turkey stamp and pheasant stamp and fees and
     4     for restricted accounts for turkey and pheasant programs.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7     Section 1.  Section 2709(a) of Title 34 of the Pennsylvania
     8  Consolidated Statutes is amended to read:
     9  § 2709.  License costs and fees.
    10     (a)  License costs.--Any person who qualifies under the
    11  provisions of this chapter shall be issued the applicable
    12  license upon payment of the following costs and the issuing
    13  agent's fee:
    14         (1)  (i)  Junior resident hunting - [$5] $8.
    15             (ii)  Junior resident combination hunting and
    16         furtaker - [$8] $11.
    17         (2)  (i)  Adult resident hunting - [$19] $34.
    18             (ii)  Resident military personnel hunting - $1.


     1             (iii)  Former prisoner of war hunting - $1.
     2             (iv)  Pennsylvania National Guard hunting - $1.
     3             (v)  Reserve component of the armed forces hunting -
     4         $1.
     5         (3)  (i)  Senior resident hunting - [$12] $18.
     6             (ii)  Senior lifetime resident hunting - [$50] $99.
     7             (iii)  Senior lifetime resident combination hunting
     8         and furtaker - [$100] $199.
     9             (iv)  Senior lifetime resident upgrade - $99.
    10             (v)  Senior lifetime renewal - $0.
    11         (4)  Bear hunting:
    12             (i)  Resident - [$15] $25.
    13             (ii)  Nonresident - [$35] $45.
    14         (5)  Antlerless deer:
    15             (i)  Resident, including resident military, resident
    16         disabled veteran and landowner - $5.
    17             (ii)  Nonresident - $25.
    18             (iii)  Resident land antlerless open - $5.
    19             (iv)  Nonresident land antlerless open - $5.

     9         (17)  Resident disabled veteran hunting or furtaker under
    10     section 2706(b) (relating to disabled veterans) - no cost.
    11         (18)  Replacement license - [$5] $8. Antlerless deer and
    12     bear licenses shall be replaced by the original issuing agent
    13     only.
    14         (19)  Owners or possessors of land open to public hunting
    15     under section 2706(d) (relating to owners or possessors of
    16     land open to public hunting) - $3.
    17         (20)  Migratory game bird hunting license:
    18             (i)  Resident - [$2] $10.
    19             (ii)  Nonresident - [$5] $20.
    20         (21)  Elk hunting license:
    21             (i)  Resident - $25.

     3     Section 2.  Title 34 is amended by adding sections to read:
     4  § 2709.1.  Turkey stamp.
     5     (a)  Requirement.--No person may hunt turkeys without first
     6  having purchased a turkey stamp and having satisfied all
     7  licensing requirements of this title.
     8     (b)  Fees.--The fee for the turkey stamp shall be as provided
     9  for in section 2709 (relating to license costs and fees).
    10     (c)  Restricted receipts account.--The commission shall place
    11  all revenues from the sale of turkey stamps as provided for in
    12  section 2709 in a restricted receipts account to be used solely
    13  for the maintenance and operation of a program devoted to the
    14  preservation and propagation of turkey hunting in this
    15  Commonwealth.
    16  § 2709.2.  Pheasant stamp.
    17     (a)  Requirement.--No person may hunt pheasants without first
    18  having purchased a pheasant stamp and having satisfied all
    19  licensing requirements of this title.
    20     (b)  Fees.--The fee for the pheasant stamp shall be as
    21  provided for in section 2709 (relating to license costs and
    22  fees).
    23     (c)  Restricted receipts account.--The commission shall place
    24  all revenues from the sale of pheasant stamps as provided in
    25  section 2709 in a restricted receipts account to be used solely
    26  for the maintenance and operation of a program devoted to the
    27  preservation and propagation of pheasant hunting in this
    28  Commonwealth.
    29     Section 3.  This act shall apply to the license year
    30  beginning on July 1, 2007, and to each license year thereafter.

     1     Section 4.  This act shall take effect July 1, 2007, or
     2  immediately, whichever is later.
