                                     AN ACT

     1  Authorizing the indebtedness, with the approval of the electors,
     2     of $100,000,000 for loans to municipalities and municipal
     3     authorities for the purpose of safely closing waste
     4     facilities owned by municipalities or municipal authorities.

     5     The General Assembly of the Commonwealth of Pennsylvania
     6  hereby enacts as follows:
     7  Section 1.  Submission of question to electorate.
     8     The question of incurring indebtedness of $100,000,000 for
     9  loans to municipalities and municipal authorities for the
    10  purpose of safely closing waste facilities owned by
    11  municipalities or municipal authorities shall be submitted to
    12  the electors at the next primary, municipal or general election
    13  following the effective date of this act.
    14  Section 2.  Certification of question.
    15     The Secretary of the Commonwealth shall forthwith certify the
    16  question to the county boards of election.
    17  Section 3.  Form of question.
    18     The question shall be in substantially the following form:

     1         Do you favor the incurring of indebtedness of
     2         $100,000,000 for loans to municipalities or municipal
     3         authorities for the purpose of safely closing waste
     4         facilities owned by municipalities or municipal
     5         authorities?
     6  Section 4.  Conduct of election.
     7     The election shall be conducted in accordance with the act of
     8  June 3, 1937 (P.L.1333, No.320), known as the Pennsylvania
     9  Election Code, except that the time limits for advertisement of
    10  notice of the election may be waived as to the question.
    11  Section 5.  Use of proceeds.
    12     Proceeds of the borrowing shall be used through loans to
    13  municipalities and municipal authorities for the purpose of
    14  safely closing waste facilities owned by municipalities or
    15  municipal authorities.
    16  Section 6.  Effective date.
    17     This act shall take effect immediately.
