                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for a KIDS First registration plate and
     3     for payments to and grants from the Children's Trust Fund.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Title 75 of the Pennsylvania Consolidated
     7  Statutes is amended by adding a section to read:
     8  § 1365.  KIDS First registration plate.
     9     The department, in consultation with the Children's Trust
    10  Fund Board, established under the act of December 15, 1988
    11  (P.L.1235, No.151), known as the Children's Trust Fund Act,
    12  shall design a special KIDS First registration plate. Upon
    13  application of any person, accompanied by a fee of $35 which
    14  shall be in addition to the annual registration fee, the
    15  department shall issue the plate for a passenger car, motor
    16  home, trailer or truck with a gross vehicle weight rating of not
    17  more than 9,000 pounds.

     1     Section 2.  Section 1905 of Title 75 is amended by adding a
     2  subsection to read:
     3  § 1905.  Payments to special funds.
     4     * * *
     5     (d)  Children's Trust Fund and grants to county children and
     6  youth programs.--
     7         (1)  Fifteen dollars of each fee received under section
     8     1365 (relating to KIDS First registration plate) shall be
     9     credited to the Children's Trust Fund established under the
    10     act of December 15, 1988 (P.L.1235, No.151), known as the
    11     Children's Trust Fund Act.
    12         (2)  The money collected under this subsection and
    13     credited to the Children's Trust Fund shall be designated as
    14     demonstration grants to county children and youth programs
    15     for community-based child abuse and neglect prevention
    16     services, except that grants made from funds made available
    17     under this subsection shall not be subject to the usual local
    18     match requirements of the Children's Trust Fund and family
    19     support services. In addition to specific programs identified
    20     as eligible for grants under the Children's Trust Fund Act,
    21     services funded by money collected under this subsection
    22     shall also include the development of court-appointed special
    23     advocate programs for children, otherwise known as CASA.
    24         (3)  In order to qualify for a grant funded by money
    25     collected under this subsection, a county children and youth
    26     agency must demonstrate to the Children's Trust Fund Board
    27     that the services reflect the unmet needs of children and
    28     families in the community, that the programs contribute to
    29     the coordination of local services for children and families
    30     and that the program could not be funded through existing

     1     Federal or State programs.
     2         (4)  To the fullest extent possible, the Children's Trust
     3     Fund Board shall ensure the equitable geographic distribution
     4     of the funds to county children and youth programs across
     5     this Commonwealth.
     6         (5)  The State Treasurer shall not honor any requisition
     7     for expenditures by the Children's Trust Fund Board funded by
     8     money collected under this subsection in excess of estimates
     9     approved by the Governor.
    10     Section 3.  This act shall take effect in 90 days.
