                                     AN ACT

     1  Providing for public hearings and consideration of an area code
     2     relief plan for the 570 Numbering Plan Area.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Short title.
     6     This act shall be known and may be cited as the 570 Area Code
     7  Public Input Hearing Act.
     8  Section 2.  Definitions.
     9     The following words and phrases when used in this act shall
    10  have the meanings given to them in this section unless the
    11  context clearly indicates otherwise:
    12     "Commission."  The Pennsylvania Public Utility Commission.
    13     "Numbering Plan Area" or "NPA."  The first three digits of a
    14  ten-digit telephone number in the North American Numbering Plan,
    15  commonly referred to as the area code.
    16  Section 3.  Public input hearings.
    17     The commission may not implement any area code relief plan


     1  for the 570 NPA until it holds at least two public input
     2  hearings in geographically diverse regions within the 570 NPA.
     3  The commission shall offer sufficient prior notice of each
     4  hearing, including, but not limited to, publishing notices in
     5  the Pennsylvania Bulletin and local newspapers and notifying
     6  each member of the General Assembly whose district is located
     7  entirely or partially within the 570 NPA.
     8  Section 4.  Final order.
     9     The commission shall consider other options for number
    10  conservation after compiling and analyzing input from the
    11  hearings held pursuant to section 3. After holding the public
    12  input hearings pursuant to section 3, the commission shall open
    13  a 30-day comment period, giving notice in the Pennsylvania
    14  Bulletin, to gather additional comments on the matter. The
    15  commission may not issue a final order on an area code relief
    16  plan for the 570 NPA until the public input hearings and the
    17  additional comment period have expired.
    18  Section 5.  Effective date.
    19     This act shall take effect immediately.
