AN ACT 1 Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An 2 act relating to the public school system, including certain 3 provisions applicable as well to private and parochial 4 schools; amending, revising, consolidating and changing the 5 laws relating thereto," further providing for administrative 6 certification; and making an editorial change. 7 The General Assembly of the Commonwealth of Pennsylvania 8 hereby enacts as follows: 9 Section 1. The act of March 10, 1949 (P.L.30, No.14), known 10 as the Public School Code of 1949, is amended by adding a 11 section to read: 12 Section 1003.1. Special District Superintendent and 13 Assistant District Superintendent Eligibility.--The Secretary of 14 Education may, at the request of a school district's board of 15 directors, award a letter of eligibility for the district 16 superintendent or assistant district superintendent to a person 17 who provides satisfactory evidence of good moral character, 18 possesses at a minimum a baccalaureate degree from an accredited 19 college or university and submits verification of administrative
1 experience, management skills, leadership ability and 2 educational background analogous to the standards for 3 professional educators established in the regulations of the 4 State Board of Education. 5 Section 2. Section 1204 of the act, amended October 21, 1965 6 (P.L.601, No.312), is amended to read: 7 Section 1204. Granting Provisional College Certificates.-- 8 The [Superintendent of Public Instruction] Secretary of 9 Education may grant a provisional college certificate to every 10 person who presents to him satisfactory evidence of good moral 11 character, and of being a graduate of an approved college or 12 university, who has completed such work in education as may be 13 required by the standards of the State Board of Education, and 14 to every person who presents to him satisfactory evidence of 15 good moral character, and of being a graduate of music, with the 16 degree of bachelor of music of an approved college or 17 university, who has during such musical course completed the 18 prescribed number of hours of professional studies, which 19 certificate shall entitle him to teach for three annual school 20 terms, and may be renewed for one additional three-year period 21 in accordance with standards to be established by the State 22 Board of Education. 23 The Secretary of Education may, at the request of a school 24 district's board of directors, grant the issuance of an 25 Administrative I Certificate to a person who provides 26 satisfactory evidence of good moral character, possesses at 27 minimum a baccalaureate degree from an accredited college or 28 university, and submits verification of administrative 29 experience, management skills, leadership ability and education 30 background analogous to the standards for professional educators 19980H2913B4041 - 2 -

2 Section 3. This act shall take effect in 60 days.
