                                     AN ACT

     1  Amending Title 51 (Military Affairs) of the Pennsylvania
     2     Consolidated Statutes, establishing the Military Family
     3     Emergency Assistance Fund; and making an appropriation.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Title 51 of the Pennsylvania Consolidated
     7  Statutes is amended by adding a chapter to read:
     8                             CHAPTER 95
     9                          SPECIAL PROGRAMS
    10  Sec.
    11  9501.  Military Family Emergency Assistance Fund.
    12  § 9501.  Military Family Emergency Assistance Fund.
    13     (a)  Established.--The Military Family Emergency Assistance
    14  Fund is hereby established in the State Treasury.
    15     (b)  Administration.--


     1         (1)  The Adjutant General, in cooperation with the State
     2     Treasurer, shall administer the fund and shall accept
     3     voluntary contributions from persons for the fund.
     4         (2)  Contributions received for the fund shall be
     5     distributed by the Adjutant General to servicemen or
     6     servicewomen or their families that have suffered a sudden or
     7     unexpected loss of income or other source of support or a
     8     death or an illness of a family member such that they have a
     9     direct and immediate demonstrable financial need for
    10     assistance in order to provide themselves and their families
    11     with food, shelter, clothing, required medical care and other
    12     necessities of life.
    13         (3)  Persons applying for assistance from the fund must
    14     demonstrate that they have applied for and been turned down
    15     for existing relief programs as determined by the department.
    16     (c)  Rules.--In administering the fund, the Adjutant General
    17  shall, where possible, apply procedures and rules established
    18  for veterans' emergency assistance under Chapter 85 (relating to
    19  veterans' emergency assistance).
    20     Section 2.  The sum of $250,000 is hereby appropriated from
    21  the General Fund for transfer to the Military Family Emergency
    22  Assistance Fund.
    23     Section 3.  This act shall take effect in 60 days.
