AN ACT 1 Amending the act of July 15, 1957 (P.L.901, No.399), entitled 2 "An act giving cities of the third class the right and power 3 to adopt one of several plans of optional charters and to 4 exercise the powers and authority of local self-government 5 subject to certain restrictions and limitations; providing 6 procedures for such adoption and defining the effect 7 thereof," further providing for terms of employment of city 8 manager. 9 The General Assembly of the Commonwealth of Pennsylvania 10 hereby enacts as follows: 11 Section 1. Section 514 of the act of July 15, 1957 (P.L.901, 12 No.399), known as the Optional Third Class City Charter Law, is 13 amended to read: 14 Section 514. The council may enter into an employment 15 contract with the city manager setting forth the terms and 16 conditions of employment, subject to the provisions of this 17 section. The city manager shall hold office for an indefinite 18 term, and may be removed by a majority vote of the council. At 19 least thirty days before such removal shall become effective, 20 the council shall, by a majority vote of its members, adopt a
1 preliminary resolution stating the reasons for his removal. The 2 manager may reply in writing and may request a public hearing, 3 which shall be held not earlier than twenty days nor later than 4 thirty days after the filing of such request. After such public 5 hearing, if one be requested, and after full consideration, the 6 council by majority vote of its members may adopt a final 7 resolution of removal. By the preliminary resolution, the 8 council may suspend the manager from duty, but shall, in any 9 case, cause to be paid him forthwith any unpaid balance of his 10 salary and his salary for the next three calendar months 11 following adoption of the preliminary resolution. 12 Section 2.
