                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing discounts for motor vehicles enrolled in
     3     stolen vehicle verification programs.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Title 75 of the Pennsylvania Consolidated
     7  Statutes is amended by adding a section to read:
     8  § 1799.8.  Stolen motor vehicle verification program discounts.
     9     (a)  General rule.--All insurance companies authorized to
    10  write private passenger automobile insurance within this
    11  Commonwealth shall provide premium discounts for motor vehicles
    12  enrolled in stolen vehicle verification programs. These
    13  discounts shall apply to comprehensive coverage and shall be
    14  approved by the commissioner as part of the insurer's rate
    15  filing, provided that such discounts shall not be less than 5%.
    16     (b)  Registration.--The Insurance Department shall, upon
    17  application and payment of a fee by a motor vehicle owner, issue


     1  certificates of registration, including stickers to be applied
     2  to the registered vehicle, which certify that the vehicle is
     3  registered in the stolen vehicle verification program.
     4  Registered vehicles shall be listed and notice shall be
     5  forwarded to the Pennsylvania State Police for identification of
     6  enrolled vehicles.
     7     (c)  Definition.--As used in this section, the term "stolen
     8  vehicle verification program" means a program approved by the
     9  Department of Insurance, authorizing police officers to stop and
    10  inspect motor vehicles registered in the program, without
    11  probable cause, during specified hours, where waivers have been
    12  executed by the named insured.
    13     Section 2.  This act shall take effect in 60 days.
