AN ACT
1 Restricting the ability of the General Assembly to convene as a
2 body for voting purposes from October 31 through November 30
3 in even-numbered years.
4 The General Assembly of the Commonwealth of Pennsylvania
5 hereby enacts as follows:
6 Section 1. Short title.
7 This act shall be known and may be cited as the General
8 Assembly Session Limitation Act.
9 Section 2. Limitation of sessions.
10 (a) General rule.--The General Assembly shall not convene as
11 a body for purposes of voting from a period beginning October 31
12 and ending November 30 in any even-numbered year. This
13 limitation shall not be construed as an adjournment of the
14 legislative session and does not affect the continuing nature of
15 the legislative body.
16 (b) Effect on committees, etc.--This section shall not
17 affect the ability of committees or caucuses of the General
18 Assembly to meet or reorganize during that same period of time.
1 (c) Power of Governor.--In the event of an emergency
2 situation, the General Assembly may be convened in special
3 session by the Governor.
4 Section 3. Effective date.
5 This act shall take effect immediately.
