A CONCURRENT RESOLUTION 1 Directing the Joint State Government Commission to prepare a 2 report and submit recommendations concerning transportation 3 services available to disabled adult citizens of this 4 Commonwealth and the sources of funding for these services. 5 WHEREAS, The Select Committee of the House of 6 Representatives, appointed pursuant to House Resolution No. 123, 7 Printer's No. 1626 (1985), has completed its study of services 8 which are available and services which are needed for adult 9 citizens of this Commonwealth who are physically or mentally 10 disabled or handicapped; and 11 WHEREAS, During the course of its investigation, the 12 committee heard testimony from numerous witnesses who cited the 13 lack or high cost of transportation as a major obstacle faced by 14 disabled adults; and 15 WHEREAS, There are several sources of funding for 16 transportation services for disabled citizens, but eligibility 17 for many of these services is limited to school-aged or low- 18 income individuals; and
1 WHEREAS, Disabled adults need adequate and affordable 2 transportation to take advantage of support services and 3 educational, training and employment opportunities which enable 4 them to more fully participate in the community; therefore, be 5 it 6 RESOLVED (the House of Representatives concurring), That the 7 General Assembly direct the Joint State Government Commission to 8 prepare a report and submit recommendations concerning 9 transportation services available to disabled adult citizens of 10 this Commonwealth and the sources of funding for such services; 11 and be it further 12 RESOLVED, That to accomplish this task, a Task Force be 13 created comprised of three members of the Senate, two from the 14 majority party and one from the minority party, to be appointed 15 by the President pro tempore of the Senate, and three members of 16 the House of Representatives, two from the majority party and 17 one from the minority party, to be appointed by the Speaker of 18 the House of Representatives; and be it further 19 RESOLVED, That the Task Force may hold hearings, take 20 testimony and make its investigations at such places as it deems 21 necessary in this Commonwealth and that each member of the Task 22 Force may administer oaths and affirmations to witnesses 23 appearing before it; and be it further 24 RESOLVED, That the Task Force prepare a report containing its 25 findings and recommendations and, if appropriate, propose 26 necessary corrective legislation and deliver the report to each 27 house of the General Assembly upon the conclusion of its study.
