A RESOLUTION 1 Amending sections 3(a) and 4(a)(3) of Senate Financial Operating 2 Rule II. 3 RESOLVED, That sections 3(a) and 4(a)(3) of Senate Financial 4 Operating Rule II be amended to read: 5 II. TRAVEL ALLOWANCES AND REIMBURSEMENTS 6 * * * 7 3. Rental of Vehicle or Conveyance. 8 (a) Long-Term Rental. 9 A Member who leases a vehicle or conveyance on a long-term 10 basis may be reimbursed for an amount, not to exceed 95% of the 11 cost of such lease payments, a net amount not to exceed [such 12 amount as may be authorized by the Senate Committee on 13 Management Operations.] $600 per month for the fiscal year 14 beginning July 1, 2001, $400 per month for the fiscal year 15 beginning July 1, 2002, and $200 per month for the fiscal year 16 beginning July 1, 2003. For the fiscal year beginning July 1, 17 2004, and each fiscal year thereafter, a member shall not be 18 entitled to reimbursement under this subsection. Expenses
1 attributable to insurance and operation of the vehicle or 2 conveyance are not included in determining the cost of the 3 lease. No lease reimbursements will be made for any period after 4 a Member has left office. For rules regarding reimbursement of 5 expenses of operation, see Rule II.4.(a)(3). No reimbursement is 6 permitted for lease purchase agreements. 7 * * * 8 4. Allowable Transportation Expenses. 9 (a) General. 10 * * * 11 (3) Leased Vehicle other than Department of General 12 Services Vehicles. A Member who uses a vehicle leased on a 13 long-term basis other than one provided through the 14 Department of General Services may elect to be reimbursed 15 either on a mileage basis (Rule II.4.(a)(2)) or an actual 16 cost basis. However, having elected to receive reimbursement 17 on a mileage basis after having been reimbursed on an actual 18 cost basis, the Member shall offset against future expense 19 claims an amount equal to the paid but unused portion of 20 automobile insurance for that vehicle. [Such]Subject to the 21 provisions of section 3(a), such Member may be reimbursed for 22 an amount, not to exceed 95% of the actual vehicle operating 23 expenses. Actual vehicle operating expenses shall include 24 gasoline, oil, lubrication, repairs, tires, supplies, 25 insurance, maintenance and other reasonable incidental items 26 necessary to the operation of the vehicle. A Member may not 27 be reimbursed for the use of a personal vehicle during any 28 period of time that the Member is being reimbursed for a 29 leased vehicle, except when the leased vehicle is unavailable 30 for reasons beyond the control of the Member. 20010S0006R0025 - 2 -
