A RESOLUTION
1 A resolution memorializing Congress not to modify the Staggers
2 Rail Act of 1980.
3 WHEREAS, The Staggers Rail Act of 1980, Public Law 96-448, 94
4 Stat. 1895, enacted by the United States Congress, October 14,
5 1980, has been a key ingredient to revitalizing the railroad
6 industry in Pennsylvania; and
7 WHEREAS, The Senate of Pennsylvania strongly endorses the
8 positive benefits which have resulted for both railroads and
9 shippers in this Commonwealth resulting from the provisions of
10 the Staggers Rail Act of 1980; and
11 WHEREAS, The Senate of Pennsylvania believes further
12 deregulation would best be provided for by the Interstate
13 Commerce Commission and opposes any amendments to the act,
14 absent an abuse of market power; therefore be it
15 RESOLVED, That the Senate of the Commonwealth of Pennsylvania
16 memorialize the Congress of the United States to not modify the
17 Staggers Rail Act of 1980.
