A RESOLUTION
Designating January 6, 2023, as "1/6 Day" in Pennsylvania to
honor the law enforcement officers who defended our nation
against the insurrection at the United States Capitol and the
members of the Congress of the United States who proceeded to
vote despite threats to their personal safety, on the two-
year anniversary of the January 6, 2021, insurrection.
WHEREAS, On January 6, 2021, members of the United States
Capitol Police and the Metropolitan Police Department of the
District of Columbia faced the unprecedented situation of
defending the United States Capitol from armed and trained
insurrectionists who executed a planned and violent attack to
stop the Congress of the United States from carrying out the
electoral college process required by the United States
Constitution; and
WHEREAS, Organized domestic terrorist groups, paramilitary
groups and conspiracy theorists planned the attack using the
Internet by coordinating resources and sharing maps of the
United States Capitol in plain sight days and weeks in advance
of the attack; and

WHEREAS, The armed and organized militia breached the grounds
of the United States Capitol in eight places nearly
simultaneously with more than 9,400 rioters; and
WHEREAS, Police were thinly placed that day and vastly
outnumbered by rioters, and police described this planned and
executed attack as a war zone with people who were prepared for
a fight, armed with tactical items, including, but not limited
to, pepper spray, smoke grenades, gas grenades, pepper balls,
flash bangs, gas masks, body armor, two-way radios, military
tactical gear, bulletproof vests and more; and
WHEREAS, After almost an hour and a half into the battle,
rioters breached multiple parts of the United States Capitol
almost simultaneously and sought out the Vice President and
members of the Congress of the United States, while destroying
large parts of the historical building and its priceless
artifacts; and
WHEREAS, Police protected the Vice President, members of the
Congress of the United States and their staff from harm, even as
rioters invaded the House and Senate chambers; and
WHEREAS, Police continued to defend the United States Capitol
in a battle that raged for almost four hours before members of
the National Guard and other law enforcement provided
reinforcements and were able to sweep the rioters out of the
building; and
WHEREAS, Despite the interruption and trauma, as soon as law
enforcement cleared the building, the members of the Congress of
the United States returned to their chambers in solidarity to
complete the electoral college process and fulfill their
requirements under the United States Constitution; and
WHEREAS, Approximately 140 police officers were injured in

defense of our country; and
WHEREAS, Nine individuals lost their lives from injuries
sustained in the battle or subsequent to it, including the
following five police officers who defended our freedom:
(1) Officer Howard Liebengood, 51, of the United States
Capitol Police;
(2) Officer Brian Sicknick, 42, of the United States
Capitol Police;
(3) Officer Kyle DeFreytag, 26, of the Metropolitan
Police Department of the District of Columbia;
(4) Officer Gunther Hashida, 43, of the Metropolitan
Police Department of the District of Columbia; and
(5) Officer Jeffrey Smith, 35, of the Metropolitan
Police Department of the District of Columbia;
therefore be it
RESOLVED, That the Senate of the Commonwealth of Pennsylvania
designate January 6, 2023, as "1/6 Day" in Pennsylvania to honor
the law enforcement officers who defended our nation against the
insurrection at the United States Capitol and the members of the
Congress of the United States who proceeded to vote despite
threats to their personal safety, on the two-year anniversary of
the January 6, 2021, insurrection; and be it further
RESOLVED, That copies of this resolution be sent to each
member of the Pennsylvania Congressional Delegation in the
United States Senate and the United States House of
Representatives.
