A RESOLUTION 1 Memorializing Congress to support the concept of creating 2 interest-free loans to state and local governments to provide 3 for capital projects for schools, roads, bridges, water and 4 sewer projects, waste disposal projects, public housing, 5 public buildings and environmental projects. 6 WHEREAS, All state and local governments have a substantial 7 need to undertake capital projects to build or improve new or 8 existing schools, roads, bridges, water and sewer systems, waste 9 disposal facilities, public housing units, public buildings and 10 environmental improvements; and 11 WHEREAS, The Federal Government is in a much better position 12 than state and local governmental units to raise large amounts 13 of capital to fund major capital projects; and 14 WHEREAS, The Treasury of the Federal Government has an 15 ongoing program utilizing treasury bills, bonds, notes and other 16 financial instruments to raise its needed operating capital; 17 therefore be it 18 RESOLVED, That the Senate of Pennsylvania memorialize 19 Congress to support the concept of creating interest-free loans
1 to state and local governments to provide for capital projects 2 for schools, roads, bridges, water and sewer projects, waste 3 disposal projects, public housing, public buildings and 4 environmental projects; and be it further 5 RESOLVED, That copies of this resolution be transmitted to 6 the presiding officers of each house of Congress and to each 7 member of Congress from Pennsylvania.
