SENATE RESOLUTION

No. 10 Session of 1999


        INTRODUCED BY MOWERY, MUSTO, SALVATORE, BOSCOLA, COSTA, WAUGH,
           STOUT, TOMLINSON AND RHOADES, JANUARY 13, 1999

        AMENDED, JUNE 8, 1999

                                  A RESOLUTION

     1  Memorializing Congress to support the concept of creating
     2     interest-free loans to state and local governments AND SCHOOL  <--
     3     DISTRICTS to provide for capital projects for schools, roads,
     4     bridges, water and sewer projects, waste disposal projects,
     5     public housing, public buildings and environmental projects.

     6     WHEREAS, All state and local governments AND SCHOOL DISTRICTS  <--
     7  have a substantial need to undertake capital projects to build
     8  or improve new or existing schools, roads, bridges, water and
     9  sewer systems, waste disposal facilities, public housing units,
    10  public buildings and environmental improvements; and
    11     WHEREAS, The Federal Government is in a much better position
    12  than state and local governmental units AND SCHOOL DISTRICTS to   <--
    13  raise large amounts of capital to fund major capital projects;
    14  and
    15     WHEREAS, The Treasury of the Federal Government has an
    16  ongoing program utilizing treasury bills, bonds, notes and other
    17  financial instruments to raise its needed operating capital;
    18  therefore be it
    19     RESOLVED, That the Senate of Pennsylvania memorialize

     1  Congress to support the concept of creating interest-free loans
     2  to state and local governments AND SCHOOL DISTRICTS to provide    <--
     3  for capital projects for schools, roads, bridges, water and
     4  sewer projects, waste disposal projects, public housing, public
     5  buildings and environmental projects; and be it further
     6     RESOLVED, That copies of this resolution be transmitted to
     7  the presiding officers of each house of Congress and to each
     8  member of Congress from Pennsylvania.
