SENATE BILL

                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for the identification of lessees of
     3     motor vehicles.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 1305(c) of Title 75 of the Pennsylvania
     7  Consolidated Statutes is amended to read:
     8  § 1305.  Application for registration.
     9     * * *
    10     (c)  Designation of lessee as registrant.--The owner as
    11  lessor may designate the lessee as the registrant of the
    12  vehicle, and the name and address of the lessee may be
    13  substituted on the registration card for the address of the
    14  lessor. The department shall designate the relationship upon the
    15  card in a manner it deems appropriate. If no designation has
    16  been made, the department may, by use of a form promulgated by
    17  the department, require the owner as lessor to identify a lessee
    18  for purposes of civil or criminal investigation. An owner as

     1  lessor who fails to identify a lessee commits a misdemeanor of
     2  the third degree and shall, upon conviction, be sentenced to pay
     3  a fine of not more than $1,000 or to imprisonment for not more
     4  than one year, or both. This subsection is applicable only for
     5  the period during which the lease remains in effect.

     7     Section 2.  This act shall take effect in 60 days.
