SENATE RESOLUTION

No. 48 Session of 1989


        INTRODUCED BY PETERSON, LINCOLN, ROCKS, PECORA, MUSTO, JONES,
           MADIGAN, JUBELIRER, REIBMAN, ROSS, SHAFFER, SALVATORE,
           O'PAKE, LEWIS, STAPLETON, SHUMAKER, AFFLERBACH, BELL, BODACK,
           PORTERFIELD, BELAN, LEMMOND, FISHER, FUMO AND DAWIDA,
           APRIL 10, 1989

        REFERRED TO PUBLIC HEALTH AND WELFARE, APRIL 10, 1989

                                  A RESOLUTION

     1  Memorializing Congress to appropriate funds for the Low Income
     2     Energy Assistance Block Grant for the fiscal year 1990 at the
     3     previously authorized level.

     4     WHEREAS, Congress has authorized an expenditure level of
     5  $1.383 billion for the fiscal year 1989 for the Low Income Home
     6  Energy Assistance Program (LIHEAP); and
     7     WHEREAS, Congress is currently making decisions on funding
     8  levels for previously authorized programs such as LIHEAP; and
     9     WHEREAS, The United States budget proposal for fiscal year
    10  1990 is $1.1 billion, or a 20% cut in the level of funding
    11  previously authorized for LIHEAP; and
    12     WHEREAS, The proposed reduction would mean a $19 million loss
    13  of LIHEAP funds for the Commonwealth of Pennsylvania; and
    14     WHEREAS, Energy costs are continuously rising and there is
    15  now a greater need for energy assistance than at any other time;
    16  and
    17     WHEREAS, Low-income citizens pay, on the average, 16% of

     1  their income for energy, contrasted with 5% paid by the average
     2  American family; and
     3     WHEREAS, The heating costs of low-income households in
     4  Pennsylvania's climate range run substantially more than all
     5  low-income households in the nation as a whole; and
     6     WHEREAS, It is important to address the needs of the indigent
     7  in our Commonwealth; therefore be it
     8     RESOLVED, That the Senate of the Commonwealth of Pennsylvania
     9  memorialize the Congress of the United States to appropriate
    10  funds for Low Income Energy Assistance Block Grants for the
    11  fiscal year 1990 at the $1.567 billion level; and be it further
    12     RESOLVED, That copies of this resolution be transmitted to
    13  the presiding officers of each house of Congress and to each
    14  member of Congress from Pennsylvania.
