SENATE RESOLUTION

No. 49 Session of 1989


        INTRODUCED BY RHOADES, LINCOLN, STOUT, SHUMAKER, SHAFFER,
           STAPLETON, SALVATORE, AFFLERBACH, O'PAKE, MUSTO, LEMMOND,
           REGOLI, WILT, PORTERFIELD, HELFRICK AND CORMAN,
           APRIL 10, 1989

        REFERRED TO ENVIRONMENTAL RESOURCES AND ENERGY, APRIL 10, 1989

                                  A RESOLUTION

     1  Directing the Environmental Resources and Energy Committee to
     2     conduct a study of regulations relating to the anthracite
     3     coal industry.

     4     WHEREAS, The anthracite coal industry has always played an
     5  important role in the economy of this Commonwealth; and
     6     WHEREAS, The anthracite coal industry is in a state of
     7  decline; and
     8     WHEREAS, The economy of this Commonwealth will be
     9  substantially benefited by a resurgence in our anthracite coal
    10  industry through increased production and employment; therefore
    11  be it
    12     RESOLVED, That the Environmental Resources and Energy
    13  Committee of the Senate of the Commonwealth of Pennsylvania be
    14  directed to establish a special select committee and study the
    15  State and Federal regulations that currently affect the
    16  anthracite coal industry for the purpose of making the following
    17  determinations:


     1         (1)  Do the Commonwealth regulations exceed the
     2     requirements of the Federal regulations?
     3         (2)  If the Commonwealth regulations exceed the
     4     requirements of the Federal regulations, are the Commonwealth
     5     regulations needed?
     6         (3)  Is it possible to reduce the regulation burden that
     7     has been imposed upon the anthracite coal industry?
     8  and be it further
     9     RESOLVED, That the committee have the power to hire legal
    10  staff or consultants to assist in the conduct of the study; and
    11  be it further
    12     RESOLVED, That the committee report its findings to the House
    13  of Representatives as soon as possible.
