A CONCURRENT RESOLUTION 1 Directing the Pennsylvania Energy Office to study and report 2 upon existing and proposed technologies to prevent 3 pollutional discharges through the design of effective 4 hydraulic seals and the related development of underground 5 coal mines. 6 WHEREAS, Current regulations of the Commonwealth prohibit 7 hydraulic head-on-entries to underground coal mines; and 8 WHEREAS, This policy prevents mining where coal elevations 9 are higher than mine openings; and 10 WHEREAS, The productive life of existing mines is thereby 11 reduced and many small coal reserve areas are rendered 12 unmineable; and 13 WHEREAS, Continuation of the prohibition against hydraulic 14 seals could drastically reduce the development of new mines in 15 this Commonwealth, resulting in loss of investment and 16 employment; therefore be it 17 RESOLVED (the House of Representatives concurring), That the 18 Pennsylvania Energy Office be directed to study existing and
1 proposed technologies for the design of effective hydraulic 2 seals and the related development of underground coal mines so 3 as to prevent pollutional discharges; and be it further 4 RESOLVED, That the Pennsylvania Energy Office may cooperate 5 with other Commonwealth agencies, Federal agencies, industry and 6 any Pennsylvania college or university in conducting this study; 7 and be it further 8 RESOLVED, That the Pennsylvania Energy Office report its 9 findings to the General Assembly as soon as possible.
