           PILEGGI, A. WILLIAMS, O'PAKE, TARTAGLIONE, HUGHES, WOZNIAK,
           SCHWARTZ, MUSTO, HELFRICK, KUKOVICH, CORMAN, LOGAN, COSTA,
           WAGNER, WAUGH, ERICKSON, STOUT, EARLL, BOSCOLA, DENT, WENGER,
           THOMPSON, LAVALLE, MOWERY, LEMMOND, ORIE, RAFFERTY, KITCHEN,
           GREENLEAF, MELLOW, TOMLINSON AND ARMSTRONG, APRIL 21, 2003

        INTRODUCED AND ADOPTED, APRIL 21, 2003

                                  A RESOLUTION

     1  Designating the week of April 21 through 27, 2003, as "Head
     2     Start Week" in Pennsylvania.

     3     WHEREAS, The Federal Head Start program provides a high
     4  quality preschool program to more than 28,500 Pennsylvania
     5  children in nearly 800 Head Start centers and in 577 child-care
     6  centers and family child-care homes throughout this
     7  Commonwealth; and
     8     WHEREAS, The Head Start program ensures school readiness
     9  through a comprehensive approach that provides a foundation for
    10  reading, writing and mathematics and promotes socioemotional
    11  development to enable children to have successful school
    12  experiences; and
    13     WHEREAS, The Head Start program ensures that participating
    14  children are connected to health insurance and medical care and
    15  that children complete age-appropriate developmental and health
    16  screening, including hearing, vision, dental and mental health;

     1  and
     2     WHEREAS, The Head Start program ensures that children in need
     3  receive therapeutic health, mental health or dental services;
     4  and
     5     WHEREAS, The Head Start program encourages parents to take an
     6  active role in the education of their children, helps parents
     7  set and achieve goals to strengthen families and provides for
     8  parent involvement in program decision-making processes; and
     9     WHEREAS, The Early Head Start program provides the same array
    10  of comprehensive services to nearly 2,400 children under three
    11  years of age and their families; and
    12     WHEREAS, Research shows that Head Start narrows the gap
    13  between disadvantaged children and their peers in vocabulary and
    14  writing skills; therefore be it
    15     RESOLVED, That the Senate designate the week of April 21
    16  through 27, 2003, as "Head Start Week" in Pennsylvania to
    17  celebrate the important work of Head Start programs throughout
    18  this Commonwealth.
