A RESOLUTION 1 Urging the Department of Environmental Protection to develop and 2 establish new wastewater technologies for on-lot systems and 3 small flows. 4 WHEREAS, Pennsylvania's investment in "green technologies" is 5 continuing to pay off; and 6 WHEREAS, Drip irrigation technology has been developed by the 7 Delaware Valley College Research and Demonstration Project and 8 sponsored by the Department of Environmental Protection; and 9 WHEREAS, The technology has been performed successfully at 10 the Delaware Valley College site in Doylestown, Bucks County; 11 and 12 WHEREAS, Malfunctioning on-lot septic systems are a 13 significant source of groundwater pollution in many Pennsylvania 14 communities; and 15 WHEREAS, Providing more options to homeowners will allow the 16 Department of Environmental Protection to fit the right 17 technology to the site conditions; and 18 WHEREAS, Monitoring and sampling collected at the Delaware
1 Valley College site since 1994 indicates the process has a 2 steady and reliable design and the drip irrigation system 3 continuously produces a high-quality discharge; and 4 WHEREAS, There are currently six technologies under 5 evaluation at Delaware Valley College; therefore be it 6 RESOLVED, that the Senate of Pennsylvania urge the Department 7 of Environmental Protection to further develop viable 8 technologies for on-lot systems and small flows and to provide 9 siting, design, construction, operation and maintenance 10 requirements for these developed on-lot systems.
