SENATE RESOLUTION

                                  A RESOLUTION

     1  Declaring the week of June 7 through 13, 1999, as "Drug
     2     Treatment Court Week."

     3     WHEREAS, Drug treatment courts provide the focus and
     4  leadership for community-wide anti-drug systems, bringing
     5  together criminal justice, treatment, education and other
     6  community partners in the fight against drug abuse and
     7  criminality; and
     8     WHEREAS, Drug treatment court programs combine intensive
     9  judicial supervision, mandatory substance abuse treatment and
    10  drug testing with escalating sanctions and incentives in order
    11  to break the cycle of drug addiction and concomitant crime; and
    12     WHEREAS, The judges, prosecutors, defense attorneys,
    13  treatment professionals, law enforcement and corrections
    14  personnel, researchers and educators, national and community
    15  leaders and other dedicated persons have had a profound impact
    16  through hard work and commitment to their communities; and
    17     WHEREAS, The drug treatment court movement has grown from 12


     1  courts in 1994 to over 600 courts in operation or in the
     2  planning stages; and
     3     WHEREAS, It is important to support the monumental
     4  accomplishments of the Philadelphia Treatment Court, the first
     5  drug treatment court in the Commonwealth of Pennsylvania, which
     6  was established in 1997, and which, to date, has accepted
     7  approximately 255 participants and credits 46 individuals with
     8  successfully completing the intensive program; therefore be it
     9     RESOLVED, That the Senate of the Commonwealth of Pennsylvania
    10  declare "Drug Treatment Court Week" during the week of June 7
    11  through 13, 1999, recognizing the practitioners and participants
    12  who make drug treatment courts work and the significant
    13  contributions that drug treatment courts have made, and continue
    14  to make, in reducing drug usage and crime.
