A RESOLUTION 1 Calling upon the Governor to renew contract negotiations by 2 entering into binding arbitration and to reward valued 3 Commonwealth employees for their dedicated work. 4 WHEREAS, The Ridge Administration has several unresolved 5 employee collective bargaining contracts that should be 6 finalized before the end of the 1998-1999 fiscal year; and 7 WHEREAS, Nearly 3,000 employees of the Pennsylvania Liquor 8 Control Board who serve as retail clerks have been working under 9 the extension of a collective bargaining agreement that expired 10 on June 30, 1996; and 11 WHEREAS, Nearly three years of negotiations and attempts to 12 mediate between the Ridge Administration and the retail clerks' 13 collective bargaining representatives have not resulted in a new 14 contract; and 15 WHEREAS, There have been no formal bargaining sessions or 16 contract negotiations since December 1, 1998; and 17 WHEREAS, Pennsylvania Liquor Control Board profits for the
1 fiscal year ending June 30, 1997, exceeded $66 million, and 2 total Pennsylvania Liquor Control Board contributions to the 3 General Fund exceeded $260 million; and 4 WHEREAS, Pennsylvania Liquor Control Board profits for the 5 fiscal year ending June 30, 1998, increased by more than $7 6 million to almost $74 million, and total Pennsylvania Liquor 7 Control Board contributions to the General Fund exceeded $267 8 million; and 9 WHEREAS, The compensation and benefits provided to 10 Pennsylvania Liquor Control Board clerks are provided from these 11 contributions, not tax dollars; therefore be it 12 RESOLVED, That Governor Ridge acknowledge the valuable work 13 of the Pennsylvania Liquor Control Board retail clerks in 14 generating income for the Commonwealth of Pennsylvania while 15 maintaining integrity and conformance with the liquor laws of 16 Pennsylvania; and be it further 17 RESOLVED, That Governor Ridge immediately enter into binding 18 arbitration with the collective bargaining representatives of 19 the Pennsylvania Liquor Control Board retail clerks so that an 20 employment contract may be adopted before the end of this fiscal 21 year.
