AN ACT 1 Requiring certain departments and facilities of the Commonwealth 2 to provide 911 emergency service and make certain reports. 3 The General Assembly of the Commonwealth of Pennsylvania 4 hereby enacts as follows: 5 Section 1. Short title. 6 This act shall be known and may be cited as the State 7 Facility Emergency Call System Connection Act. 8 Section 2. Definitions. 9 The following words and phrases when used in this act shall 10 have the meanings given to them in this section unless the 11 context clearly indicates otherwise: 12 "911 emergency communication system." The term shall have 13 the same meaning given to it as in section 2 of the act of July 14 9, 1990 (P.L.340, No.78), known as the Public Safety Emergency 15 Telephone Act. 16 "Agency." The Pennsylvania Emergency Management Agency. 17 "Auditor General." The Auditor General of the Commonwealth.
1 "Educational institution." Any institution that provides 2 instruction at the elementary, secondary or postsecondary level. 3 "Enhanced 911 service." The term shall have the same meaning 4 given to it in section 2 of the act of July 9, 1990 (P.L.340, 5 No.78), known as the Public Safety Emergency Telephone Act. 6 "School." The Scranton School for the Deaf, the Scotland 7 School for Veterans' Children, the Thaddeus Stevens College of 8 Technology and any other educational institution that is 9 operated by the Department of Education. 10 "State facility" or "facility." Any institution owned and 11 operated by the Department of Public Welfare or the State System 12 of Higher Education, any educational institution owned and 13 operated by the Department of Education or the Department of 14 Military and Veterans Affairs or any institution owned and 15 operated by the Department of Military and Veterans Affairs. 16 "State System of Higher Education" or "SSHE." The State 17 System of Higher Education of the Commonwealth. 18 "State Veterans home." A veterans home that is operated by 19 the Department of Military and Veterans Affairs. 20 "Telephone system." A telecommunication system located on a 21 State facility that provides telephone service within the State 22 facility and access to local and long distance telephone 23 service. 24 Section 3. 911 emergency service availability. 25 (a) State facility.--A State facility that provides housing 26 for persons admitted to, enrolled in or in residence at the 27 facility and operates a telephone system shall provide for 28 necessary equipment additions or modifications as necessary to 29 provide the telephone system with direct dial access to the 911 30 emergency communication system. 20050S0092B0084 - 2 -
1 (b) Enhanced 911 system.--Where the State facility has 2 access to an enhanced 911 system, the State facility shall 3 ensure that the telephone system following any necessary 4 equipment additions or modifications shall provide 5 identification of the telephone number and location of an 6 emergency call originating within the telephone system. 7 Section 4. Report. 8 (a) Reports.--A State facility shall prepare and retain a 9 report for a period of five years regarding direct dial access 10 to the respective 911 emergency service for every telephone 11 system. The report shall be revised annually to include 12 modifications to the telephone system to provide direct dial 13 access to the respective 911 emergency service. 14 (b) Contents of report.--This report shall include all of 15 the following: 16 (1) The number of telephone systems in the State 17 facility. 18 (2) The number of telephone systems in the State 19 facility that currently have direct dial access to the 911 20 emergency communication system. 21 (3) The number of telephone systems in the State 22 facility that currently have direct dial access to an 23 enhanced 911 system. 24 (c) Dissemination of report.--A copy of the initial report 25 and every annual report prepared thereafter shall be submitted 26 to the agency. 27 (d) Auditor General.--The Auditor General may inspect the 28 annual report and supporting records and documents.
