A RESOLUTION

Designating May 15 through June 15, 2009, as "Tourette Syndrome

2

Awareness Month" in Pennsylvania.

3

WHEREAS, An estimated 200,000 people in the United States and

4

more than 3,000 citizens of this Commonwealth have been

5

diagnosed with Tourette Syndrome, a neurobiological, genetic

6

condition that has no cure; and

7

WHEREAS, Tourette Syndrome is a developmental disability that

8

begins before a child reaches 18 years of age and affects

9

children and adults of all races and ethnicities; and

10

WHEREAS, Individuals with Tourette Syndrome are affected by

11

tics and involuntary, rapid, sudden movements or vocalizations

12

that occur repeatedly; and

13

WHEREAS, Individuals with Tourette Syndrome face periodic

14

changes in the nature and severity of their tics, as these

15

symptoms wax and wane and change without forewarning; and

16

WHEREAS, Individuals with Tourette Syndrome frequently have

related conditions that further complicate their care and

2

diagnosis, including attention deficit disorder, attention

3

deficit hyperactivity disorder, obsessive-compulsive disorder,

4

mood disorders, learning disabilities, handwriting difficulties,

5

executive function disorder and sensory processing disorder; and

6

WHEREAS, Individuals with Tourette Syndrome are frequently

7

misunderstood by their families, the community and even by the

8

medical profession due to their seemingly controllable behavior

9

and variety of symptoms; and

10

WHEREAS, Individuals with Tourette Syndrome are often

11

ostracized by the general public, and children with Tourette

12

Syndrome are disciplined for various manifestations of their

13

disability by educators who do not understand that the child is

14

not in control of his actions any may be delayed in his maturity

15

and emotional responses; and

16

WHEREAS, Individuals with Tourette Syndrome face

17

discrimination from educators, friends, family, employers,

18

coworkers and the judicial system while dealing with their

19

unpredictable disorder and uncertain future; and

20

WHEREAS, Schools are required to make accommodations to

21

support students with Tourette Syndrome to be successful in

22

their education program; and

23

WHEREAS, Many schools resist or limit services for a number

24

of reasons, but most commonly due to the complexity of the

25

disorder being misclassified as behavioral or emotional; and

26

WHEREAS, Individuals with Tourette Syndrome are often very

27

intelligent and capable of great contributions to society when

28

given the proper support; and

29

WHEREAS, Employers are required under the Americans with

30

Disabilities Act to disregard disability in hiring or promotions

and to make accommodations to support employees with Tourette

2

Syndrome so that the employees can be successful in the

3

workplace and not be forced to file for disability; and

4

WHEREAS, Employers can benefit from that success, however,

5

employers often neglect to hire, promote and make accommodations

6

for individuals with Tourette Syndrome; and

7

WHEREAS, The Pennsylvania Tourette Syndrome Association,

8

Inc., has been established to promote awareness and to support

9

individuals with Tourette Syndrome across this Commonwealth; and

10

WHEREAS, Understanding Tourette Syndrome will help guarantee

11

hope for acceptance and a better future for people with this

12

disorder; therefore be it

13

RESOLVED, That the Senate designate May 15 through June 15,

14

2009, as "Tourette Syndrome Awareness Month" in Pennsylvania and

15

urge all citizens to support education and awareness of Tourette

16

Syndrome and to assist those individuals and families who deal

17

with this neurobiological disorder every day of their lives.
