A RESOLUTION

 

1Adopting a temporary rule of the Senate relating solely to
2amendments to the General Appropriation Bill and other
3appropriation bills for the fiscal year beginning July 1,
42013, including any amendments offered to or for supplemental
5appropriations for prior fiscal years.

6RESOLVED, That the Senate adopt a temporary rule to read:

7TEMPORARY RULE

8I. Budget Amendments on Senate Floor

91. Floor amendments to the General Appropriation Bill or
10other General Fund or special fund appropriation bills for the
11fiscal year commencing July 1, 2013, or for any prior fiscal
12year, shall be in order on second or third consideration only.

132. Any amendment offered on the floor of the Senate to the
14General Appropriation Bill or other General Fund or special fund
15appropriation bills or other budget implementing legislation
16(which collectively comprises and shall be referred to as the
172013-2014 Budget) that proposes spending from the General Fund
18or any special fund for the Commonwealth 2013-2014 fiscal year,
19or any prior fiscal year, at a level different from the amount
20contained in the 2013-2014 Budget as reported from the

1Appropriations Committee shall not be in order and may not be
2considered unless the amendment contains sufficient revisions or
3reductions to that 2013-2014 Budget so that the amendment does
4not result in a net increase to the total spending and yields a
5balanced budget based on current and projected revenues. Where a
6proposed alteration in the General Appropriation Bill is
7balanced, in whole or in part, by a change in other
8appropriation bills or other budget implementing legislation,
9the amendment shall have appended thereto a "statement of
10intent" setting forth the proposed adjustment to the other
11appropriation bill or bills that will result in no net increase
12in the total spending from the General Fund or any special fund
13contained within the 2013-2014 Budget as reported from the
14Appropriations Committee.

153. For the purpose of this temporary rule, the Legislative
16Reference Bureau, in drafting any amendment to the General
17Appropriation Bill or any other appropriation bill, shall append
18the "statement of intent" required for a proposal which involves
19more than one bill.

204. Any amendment offered on the floor of the Senate
21proposing to make reductions in the following appropriations
22shall be out of order unless the amendment provides for a
23revision not contrary to the statutes governing such programs:

24(a) Medical assistance outpatient.

25(b) Medical assistance inpatient.

26(c) Medical assistance capitation.

27(d) Long-term care.

28(e) Supplemental Security Income - aged, blind, disabled.

29(f) School employees' retirement.

30(g) Transfer to Commonwealth Financing Agency.

1II. Amendments in Appropriations Committee

21. Any amendment offered in the Appropriations Committee to
3the General Appropriation Bill proposing to make reductions in
4the following appropriations shall be out of order unless the
5amendment provides for a revision not contrary to the statutes
6governing such programs:

7(a) Medical assistance outpatient.

8(b) Medical assistance inpatient.

9(c) Medical assistance capitation.

10(d) Long-term care.

11(e) Supplemental Security Income - aged, blind, disabled.

12(f) School employees' retirement.

13(g) Transfer to Commonwealth Financing Agency.

14III. Suspension

15This temporary rule may be temporarily suspended only by a
16vote of the majority of the members elected to the Senate.

17IV. Expiration

18This temporary rule shall expire upon the enactment of a
19General Appropriation Act for the fiscal year beginning July 1,
202013.
