        INTRODUCED BY MOWERY, THOMPSON, TARTAGLIONE, LOGAN, KUKOVICH,
           KITCHEN, BRIGHTBILL, ERICKSON, STOUT, SCHWARTZ, EARLL, CONTI,
           COSTA, KASUNIC, RAFFERTY, CORMAN, C. WILLIAMS, ARMSTRONG AND
           FERLO, JULY 28, 2003

        INTRODUCED AND ADOPTED, JULY 28, 2003

                                  A RESOLUTION

     1  Recognizing the week of September 1 through 5, 2003, as
     2     "Pennsylvania Payroll Professionals Week."

     3     WHEREAS, The American Payroll Association and its 21,500
     4  members have launched a nationwide public awareness campaign
     5  that pays tribute to the more than 142 million people who work
     6  in the United States and the payroll professionals who support
     7  the American system by paying wages, reporting workers' earnings
     8  and withholding Federal employment taxes; and
     9     WHEREAS, Payroll professionals collect more than $1.2
    10  trillion annually complying with a myriad of Federal, State and
    11  local wage and tax laws; and
    12     WHEREAS, Taxes withheld from workers' pay support important
    13  civic projects, including roads, schools and parks; and
    14     WHEREAS, Payroll professionals in this Commonwealth play a
    15  key role in maintaining the economic health and performing such
    16  diverse tasks as paying into the unemployment insurance system
    17  and the State Workers' Insurance Fund; and

     1     WHEREAS, Payroll professionals play an increasing and
     2  important role in ensuring the economic security of American
     3  families by helping to identify noncustodial parents and making
     4  certain that these parents comply with their child support
     5  mandates; and
     6     WHEREAS, Payroll professionals have become increasingly
     7  proactive in educating the business community and the public at
     8  large about payroll tax withholding systems; and
     9     WHEREAS, Payroll professionals meet regularly with Federal
    10  and State tax officials to discuss improving compliance with
    11  government procedures and achieving compliance at less cost to
    12  government and business; therefore be it
    13     RESOLVED, That the Senate recognize the week of September 1
    14  through 5, 2003, as "Pennsylvania Payroll Professionals Week."
