A RESOLUTION 1 Memorializing the Governor to implement an "Adopt-a-Highway" 2 program in Pennsylvania. 3 WHEREAS, The increasing number of highways and an increasing 4 number of motorists have contributed to an increase in the 5 amount of litter along Pennsylvania roadways; and 6 WHEREAS, There is sincere concern about the quality of 7 Pennsylvania's roadside environment, coupled with a desire to 8 enhance that environment; and 9 WHEREAS, There is a need to create public awareness of 10 environmental problems along Pennsylvania roadways; and 11 WHEREAS, Many civic organizations have demonstrated a 12 willingness to participate in the removal of litter from our 13 roadways; and 14 WHEREAS, Participants in an "Adopt-a-Highway" program would 15 become personally involved in improving our environment by 16 assuming the responsibility for litter pickup, mowing or 17 otherwise beautifying a designated section of roadside
1 environment; and 2 WHEREAS, Fifteen other states have successfully implemented 3 "Adopt-a-Highway" programs; and 4 WHEREAS, Pennsylvania's implementation of such a program 5 would benefit the environment and help maintain the natural 6 beauty of our great Commonwealth; and 7 WHEREAS, The Pennsylvania House of Representatives has 8 proposed House Resolution 243, which addresses this topic; 9 therefore be it 10 RESOLVED, That the Senate of Pennsylvania memorialize the 11 Governor to implement, through the Department of Transportation, 12 an "Adopt-a-Highway" program in 1990.
