THE GENERAL ASSEMBLY OF PENNSYLVANIA


SENATE RESOLUTION

No. 135 Session of 1990


        INTRODUCED BY LOEPER, WENGER, SALVATORE, BRIGHTBILL, MELLOW,
           O'PAKE, BODACK, BAKER, ROCKS, PETERSON AND RHOADES,
           FEBRUARY 1, 1990

        REFERRED TO RULES AND EXECUTIVE NOMINATIONS, FEBRUARY 1, 1990

                                  A RESOLUTION

     1  Encouraging the citizens of the Commonwealth of Pennsylvania to
     2     participate in the 1990 Census by completing their census
     3     forms and encouraging others to do the same.

     4     WHEREAS, Article 1, Section 2 of the United States
     5  Constitution requires a count of persons in each state every ten
     6  years to divide the seats in the United States House of
     7  Representatives among the states based on population; and
     8     WHEREAS, On April 1, 1990, the twenty-first population census
     9  in the Nation's history will be taken; and
    10     WHEREAS, Based on current estimates, which may not reflect an
    11  accurate assessment of population growth since the last
    12  decennial census, Pennsylvania is forecast to lose two
    13  Congressional seats following the 1990 census; and
    14     WHEREAS, More than $38 billion in Federal funds was allocated
    15  last year to states and local communities based on population
    16  and other information obtained as part of the decennial census;
    17  and
    18     WHEREAS, Millions of State dollars are allocated to local

     1  communities based on population and other information obtained
     2  as part of the decennial census; and
     3     WHEREAS, Local representation in the Pennsylvania General
     4  Assembly resulting from legislative redistricting is dependent
     5  upon the results of the 1990 census; therefore be it
     6     RESOLVED, That the Commonwealth should support the Census
     7  Bureau in the United States Department of Commerce in its census
     8  awareness efforts to ensure a complete and accurate count of the
     9  citizens of the Commonwealth of Pennsylvania; and be it further
    10     RESOLVED, That the Senate of Pennsylvania encourage the
    11  citizens of this Commonwealth to complete their census forms on
    12  April 1, 1990, and to encourage others to do the same.
